However, a company that prides itself on speed and agility, CVTE found itself in an innovation traffic jam. With over 430 distinct software systems running across the organization, the central IT department was stretched thin. Every new business need, regardless of size, had to go through a centralized IT queue, which often meant extended wait times before work could begin. IT had the technical skills, but they were too far removed from the day-to-day realities of the business to fully grasp the nuances of each request. This disconnect resulted in a slow, inefficient requirement delivery process. It was a classic case of lost in translation, where valuable business insights were diluted or delayed as they moved through the formal IT development cycle. The company had an army of smart, motivated employees with great ideas, but they lacked the tools to turn those ideas into reality.<br><br>CVTE recognized that to truly unleash the innovative potential of its people, the answer wasn&#8217;t simply hiring more developers or purchasing more software. The solution wasn&#8217;t a single piece of technology, but a powerful combination of a new organizational mechanism and a culture of empowerment. This strategy focused on three core pillars: establishing the ITBP role, fostering citizen development, and optimizing the entire requirement delivery process.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"the-itbp-mechanism-your-in-house-tech-consultant\"><\/span>The ITBP Mechanism: Your In-House Tech Consultant<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">CVTE&#8217;s masterstroke was the creation of the IT Business Partner (ITBP) role. Think of an ITBP as a product manager and a tech consultant embedded directly within a business unit. Their job is to speak both languages: business and technology. They don&#8217;t just collect requirements; they live and breathe the business&#8217;s daily challenges and goals. As business users saw how quickly the ITBPs could build and deploy useful applications, a ripple effect began to spread throughout the organization. Employees began to wonder whether they, too, could build their own solutions. With the right tools and support, the answer was yes.<br><br>CVTE actively encouraged this curiosity by providing the tools and training for employees to become citizen developers. The HR department, for example, was inspired by their ITBP and decided to build their own Human Resources Budget Management System. A process that IT estimated would take three months to custom-develop was built and launched by the HR team themselves in just one week. This wasn&#8217;t an isolated incident. Soon, teams from across the company were building their own solutions for everything from dealer management and after-sales surveys to property inspections and restaurant reservations. More than half of the 160+ applications built at CVTE now come from business users, not the IT department.
